Draft of a Oe&stitution for the Northfield Welfare Association Proposed by Mr. H. J. Baldwin and Mrs. J. J/Jrgen Thompson Representing the temporary officers of the Association elected January 9, 1930 And approved by the Trustees of the Community Chest To be submitted to the Northfield Welfare Association at a meeting to be held Friday, December 4, 1931 at 8:15 p.m. Article I* <-"*} Name and Object. Sec. 1. This organization shall be known as the Northfield Welfare Association* Sec. 2. Its object shall be to use, as advantageously as possible for the relief and encouragement of the needy in the community, funds raisod for the purpose by the Community Chest, and such other funds and materials as may be put at its disposal; and to co-ordinate as far as possible the work of all the agencies which are engaged in loaal nAftffii^ir welfare work* Article II. gg- 11 _____ Ilia ^Membership. iffl Sec. 1* Delegates representing organizations which are concerned with ohajftfry work in Northfield aJid^wi^M^ members of the Community Chest shall constitute the membership of this organisation. Article III* ^ ^Officers and Boards* Sec. 1. Officers shall be elected at the annual meeting by the majority of the members present, providisg*however* that a quorum be present. Sec. 2* The officers shall be a President, Vice-president and a Secretary- timMr~'—~h~ shall cosetittfcfee theafinanoe-committee^ They .flmlX-eorya-for a.—i ^^ term of one year or until their successors are elected. Sec. 3* The President shall preside at all meetings and shall be chairman of the Executive Board and tiff Finance Committee. Sec. 4* The Vice-president shall be a member of the Executive Board and shall preside at all meetings when the president is absent. Sec. 5. The Secretary-treasurer shall be a member of the Executive Board. He ehall pay all bills for the association which have been approved by any member of the finance committee* A clerk, selected by the finance committee, - preferably tho community nurse - shall be provided for the Secretary-treasurer* The clerk shall keep a record xfallprjoceedings and activit^g^j/ the association together with records of all^^SsttweB'' Reported by local e&Jii^ organizations* These records shall be gpMr*fe*f*^^ &0^$§*4lfe &m ^^.MM4%^^^ f Sec. 6. The officers of the association, together with one member from each ward elected at the annual meeting of the association, shall constitute the *ft*ecutive Board. This Board shall plan and direct ei»i«r%y work in the City of Northfield as authorized by the association."" P^***4I Article JV^ p) ^Meetings. Sec. 1* The Association shalLxmeet annually sometime during the month of September. Formal notice of this meeting shall be sent to each organization represented at the previous annual meeting. Other organizations doing WfeM^flMHF welfare work nay be invited to send representatives to the annual meetings. A quorum shall consist of fifteen members and shall be necessary for transacting any business at the annual meeting. Sec. 2. The Executive Board together with representatives from the several organizations doing iHM^ii welfare work in the City of Northfield, shall meet once a month during the winter months or at the discretion of the President. Article V.<v Amendments. Sec. 1. Amendments to this constitution may be made only at the regular annual meeting of the association. A two-thirds vote of the members present shall be required to paee the amendment.
